Is the Mt. Kusatsu-Shirane open now?

There is still a no-entry zone of one kilometer around the crater. The road from Kusatsu via Shirane to Shiga Kogen re-opened on April 24 after winter closure:

I have been to Shirane multiple times bu I have never been to the shrine. I didn't see one (although I am sure there must be one). Is the shrine near the parking lot? If it happens to be inside the one-kilometer radius of the crater (and the parking lot is inside that area), I am afraid you won't be able to visit the shrine.

I'm going this month to this road. Is the Yugama crater still in no-go zone ?
And last thing, we will arrive by bus, do you think we can put our luggages somewhere before tracking to the crater then come back, take them back and continue our road ?
