hi, I'm outside japan and I want to order 4 passes for my trip to japan march 2016, which website is the safest to order online my passes?

You need to get an exchange order before you can get the pass. Several good web sites operate including agents like JTB and HIS. Check pricing as they vary. Sometimes I use Japan-Experience and my passes arrive from France in a couple of days.

If you live in larger cities, you may be able to find local travel agencies or representatives / local offices of JTB, HIS, Kintetsu, etc which sell JR Passes. Just use a search engine.

Otherwise, you will have to order from overseas like what JapanCustomTours said. In that case, you should check the price after including shipping and the time needed to ship to your city.

Don't buy it now! Just remember, you have to activate the exchange form within 3 months of buying it, so if you're going to exchange the pass on March 1st. 2016, you cannot purchase it before the first week in December. After you exchange it, you have 30 days to let the staff know when you wish for day 1 of your pass to be.
