I am afraid that the ferry is currently out of operation, and it looks like it won't resume operation before June. But the ferry is not the easiest nor cheapest way of travel anyway! You should fly there (tickets to Hokkaido are usually available from around 10,000 yen one way) and send the bicycle by delivery service (I think around 2000 yen). About air tickets: http://www.japan-guide.com/e/e2364.htmlAbout delivery services: http://www.japan-guide.com/e/e2278.htmlAs for safety, the biggest threat to your health will be road traffic.

ferry is not working right now. i agree, i recommend to use skymark. it costs less than 12000 for one way flight. i think this is the cheapest way to reach hokkaido. btw hokkaido is safe. we are very happy to welcome you. coz i live in hokkaido. i've heard the news like more100 companies went bankrupt because of earthquake. we started blog here to send messages that hokkaido is ok. so exchange students posts how the lives in sapporo after earthquake. http://tsunagaruconsulting.com/english/?cat=1
