Has anyone been to Tokyo recently? How is the neon and lights at night situation? are they back on? thanks for your answers.

There are still lots of bright lights but there are some that are turned off. When I was there about a week ago the lights around the main intersection in Shibuya as well as the big tv screens were all on, but in surrounding streets there were some lights off such as the Tower Records sign.
