I planned to visit the usuzan ropeway in dec but I understand that the bus from Toyako Osen to Kazan-Mura is not in service during Dec.
Can I go to Kazan-Mura by taxi and roughly how much would be the cost?

Can I go to Kazan-Mura by taxi and roughly how much would be the cost?
From Toyako Onsen, it takes about 20 minutes and costs around 2000-2500 yen one way.

Is there any other way besides taxis? Is there any other buses which I can take?

I am not aware of a bus in winter. You could theoretically walk, but it is a rather long walk and not recommended to the average tourist. If you stay at one of the ryokan in town, I would consult with the reception. Maybe they know a way.
