Ryokan in Lake Toya & Noboribetsu

I am planning to stay 1 night each in Noboribetsu and Lake Toya. Appreciate if someone can recommend ryokans that I can stay in. Budget below 12 000 yen per person per night.
For Toya, I was looking at Kohantei, Toya Sun Palace, Toya Kanko and Manseikaku but most reviews said that the Kohantei is very old... is it true? I would like to enjoy having Kaiseiki meal in the room if possible.
