the ticket needs 1 day reservation before. If I want to ride the shinkansen from Nagoya station on Wednesday.
Can I buy & reserve seat at JR tokai office on Tokyo on Monday? (For departure from Nagoya not Tokyo)

It does not matter where you buy it. As long as you buy it at a sales office that actually sells it (regular ticket offices don't - only the JR Tokai Tour travel agencies do) at least one day in advance of the travel date, you should be able to buy it for any desired section.
