Best kids sledding between Kyoto and Tokyo?

I am looking for a family friendly winter resort that offers great snow play and sledding for little kids that have never seen snow.
Ideally, the resort would be located between Kyoto and Tokyo (and not Hokkaido due to time constraints).
Your help is greatly appreciated!
