Access to Oirase Stream

Hi All
I am seeking the best place to stay to be able to access Oirase Stream via the rail/bus.
The dates we have available for this is 6 - 9 April 2016. I've been advised that the bus will not run from Aomori for these dates.

The bus from Hachinohe will not be running either, so it will be impossible to access the Oirase stream by public transport.
