Exchange Hokuriku Arch Pass at Narita airport

Hi there, I'll be arriving Narita early in the morning around 6:30. The travel service center is only open at 8:30. Would it be possible to change my exchange order for pass at the ticket office near the entrance?

Not according to the official website.
But you could actually purchase your pass at a ticket machine there from 6:30 (it comes with a passport reader). Or - if you purchased your pass through JR East, you could pick up your pass from a ticket machine. If you purchased it through another channel, then you cannot use the ticket machine.
