Suica/Pasmo apps

I am wondering if it's possible to pay for multiple passengers on the Tokyo metro with Suica/Pasmo app or if every family member needs the app? We will be using the metro in Tokyo for up to 9 days.

1 card/app per person

Short answer: every person needs a separate card. If you use digital cards, it means that each person needs a separate phone.

Small print: in theory, I think you cold have multiple cards on a single phone (one Suica and one Pasmo, etc.) and switch around the cards while using them, and then pass the phone from person to person, and each is using a separate card on the same phone. Even if it were possible, I would strongly advise against it because it causes great inconvenience to you and the people around you, because you would have to hand forth and back the phone across the ticket gates - which could even be physically impossible.
